Not a pirate station, but in my car today around I identified this station on FM: 
87.6 MHz @ around 1400 - good signal, some noise; R Laghouat from Aflou, Algeria (in French) - a 10 kw transmitter. Details from WRTH 2015. I know it was this transmitter because I identified the station name and it is the only station on 87.6 from Algeria. Just a nice surprise!
